How to complete
Talk to Fire Hokage man at mag_dun02 71,189.
Talk to the Fire Hokage man and answer "Yup" when he asks whether you have the items. He takes them, hands you the headprotector and declares you a member of the Fire clan.

Repeatable, no progress variable is stored. The Elder Hokage (prontera 91,208) is lore only, talking to him is optional and gives nothing, he just names where the six masters stand. Answering "Yup" without the materials only gets you told off, nothing is deleted.
