How to complete
Talk to Wind Spirit at gon_dun02 214,22.
Pick "How can I obtain the Wind Armor?" to hear the list, then bring everything and choose "I have all the required items!" The spirit creates the armor and sends you off.

The second menu option upgrades this armor to the slotted version for 1 Ebeshi's Typhoon Armor, 100x Feather of Birds and 175x Wing of Dragonfly, with no Zeny. The Avalon database lists both versions under the name Aebecee's Raging Typhoon Armor, while the NPC calls it Ebeshi's Typhoon Armor.
